Statement 1 is correct: Unlike the Speaker (who is a member of the House), the Chairman is not a member of the House. But like the Speaker, the Chairman also cannot vote in the first instance. He too can cast a vote in the case of an equality of votes. The Speaker is elected by the Lok Sabha from amongst its members while the Vice-President is elected by an electoral college consisting of both elected and nominated members of both houses of the Parliament.
Statement 2 is correct: The Chairman of the Rajya Sabha can be removed from his office only if he is removed from the office of the Vice-President. Rajya Sabha alone can initiate the removal of the Vice-President. He is removed by a resolution passed by the Rajya Sabha by a special majority and agreed to by the Lok Sabha by a simple majority.
Removal of Lok Sabha Speaker – He can be removed only by a resolution passed by the Lok Sabha by an absolute majority. This motion of removal can be considered and discussed only when it has the support of at least 50 members.
