The Central Administrative Tribunal (CAT) does not cover: the members of the defence forces, officers and servants of the Supreme Court and secretarial staff of the Parliament. It covers the Civilian employees of defence services.

• Among other functions, the Constitution has given the function to the Finance Commission to recommend the measures needed to augment the Consolidated Fund of a State on the basis of recommendations made by the Finance Commission of the State.
• It has all powers of the civil court as per the Court of Civil Procedure, 1908: This is according to The Finance Commission (Miscellaneous Provisions) Act, 1951. This is not a Constitutional power.
• The 3rd one is a function of the State Finance Commission.

• Hence option B is correct.
