ARISE IAS: Demystifying UPSC IAS exams

Diversity in unity: on the Ajit Jogi-Mayawati alliance:
1.The Congress had run the BJP close in 2013, winning 40.29% of the valid votes, and the result could have been very different if it had fought the election with the BSP as a partner.
2.A year later, in the Lok Sabha election, the Congress fared far worse, ceding a 10-percentage point lead to the BJP in vote share.
3.A failure in either of the two States in central India on account of a divided opposition will make the Congress’s efforts to put together a broad-based front against the BJP that much more difficult.

Overnight flip-flop: on India-Pak. meeting:
1.The reasons cited for this overnight flip-flop are recent attacks in Jammu and Kashmir by Pakistan-based groups , and stamps issued by the Pakistani postal service that glorified Kashmiri terrorists.
2.The decision to cancel the meeting in New York dampens hope for meaningful engagement between the two countries for the foreseeable future, perhaps until the general election in India in 2019.
3.A day before the killing of the BSF jawan, a statement by the Defence Minister that the Indian Army is “also cutting heads, but not displaying them” only highlights the need to stop the retaliatory cycle.

For liberty’s sake: on the scope of Article 32 in the activists case:
1.They are: to allow the police in Maharashtra to pursue its investigation against the activists for allegedly being members of the outlawed Communist Party of India (Maoist) and joining a conspiracy against the government, to set them at liberty on the ground that this is a trumped-up case, to order a probe by an independent team.
2.The story so far has thrown up a legal tussle between the Centre’s contention that it is probing a terrorist conspiracy involving Maoist insurgents and their urban supporters and the counter-argument that this is a thinly disguised crackdown on political dissent.
3.The Maharashtra and Union governments have sought to defend the arrest and prosecution, contending that the case is based on incriminating evidence seized during the probe and has nothing to do with the ideology or the political views of those under investigation.

Moon diplomacy: On the Korean peace process:
1.While travelling to Pyongyang earlier this week, Mr. Moon’s main goals were to revive the talks between the U.S. and North Korea over denuclearisation, and infuse fresh warmth into the North-South thaw.
2.During the meetings, North Korea agreed to shut down the Tongchang-ri missile-testing site in the presence of international observers, and dismantle the Yongbyon nuclear facility if the U.S. takes “corresponding measures”.
3.But while the two Koreas maintained the momentum through continued bilateral engagement, Washington and Pyongyang have failed to make much headway since the June summit between Mr. Kim and President Donald Trump in Singapore.

All in the arithmetic:
1.Results of various by-elections held for Lok Sabha and Assembly seats over the past year too suggest that the Congress is regaining lost ground.
2.But it may not be easy for the Congress to win the election in Rajasthan only on the hope that voters disenchanted with the ruling party will eventually vote for it in the direct electoral contest against the BJP.
3.But what makes the role of the BSP important in the forthcoming election is the fact that its votes are not evenly spread across the State but concentrated in Matsya, North and West regions.

Protecting persons with HIV/ AIDS:
1.It fortifies the health and medical health-care system for them and introduces legal accountability along with formal mechanisms to inquire into complaints and redress grievances.
2.These include the denial, termination, discontinuation or unfair treatment with regard to employment, educational establishments, health-care services, standing for public or private office, and insurance.
3.As per the provisions of the Act, every person in the care and custody of the state shall have the right to HIV prevention, testing, treatment and counselling services.

What is ‘capital structure’ in finance?:
1.This refers to how a firm uses debt and equity in different proportions to finance its operations.
2.A firm with a relatively high proportion of debt financing its operations compared to the size of its equity is generally considered to be riskier than one that is financed primarily through equity.
3.At the same time, since the use of leverage helps to multiply the size of overall gains, the use of debt can help the owners of a firm earn a higher return on their investment.

Duty to defend:
1.This resolution is wholly illegal, and goes against the decision of the Supreme Court in A.S. Mohammed Rafi v. State of Tamil Nadu (2010).
2.That decision declared null and void a resolution of the Coimbatore Bar Association that none of its members will defend policemen who had allegedly assaulted some lawyers.
3.If the advocate refuses to defend from what he may think of the charge, or of the defence, he assumes the character of the judge, and in proportion to his rank and reputation puts the heavy influence of perhaps a mistaken opinion into the scale of justice against the accused, in whose favour the principles of law make all assumptions.”

Repositioning the Sangh:
1.For the Modi-Shah duo that leads the BJP, this slight shift in balance is important because the desire to wield absolute power by winning as many elections as possible takes precedence over all else, whether it is the stated goal of development or the unstated one of the spread of Hindutva.
2.Facing possibly the most vigorous and sharp attack in its history from the Congress, under president Rahul Gandhi, Mr. Bhagwat attempted a major image makeover for the RSS , describing it as one committed to creating an inclusive society of which Muslims and other minorities are an indivisible part.
3.It is also unhappy with the Modi-Shah duo’s strategy of seeking to isolate dominant Hindu castes to consolidate the rest against them: in Haryana, the BJP successfully united non-Jats against Jats; in Uttar Pradesh, non-Yadavs against Yadavs; in Gujarat, non-Patels against Patels.

Is NITI Aayog relevant?:
1.If it succeeds, NITI Aayog could emerge as an agent of change over time and contribute to the Prime Minister’s agenda of improving governance and implementing innovative measures for better delivery of public services.
2.With its current mandate that is spread across a range of sectors and activities, and with its unique and vibrant work culture, NITI Aayog remains an integral and relevant component of the government’s plans to put in place an efficient, transparent, innovative and accountable governance system in the country.
3.In most of Latin America/Caribbean (LAC) countries and in Subsaharan Africa (SSA), two full decades of potential economic growth and human development were lost when per capita income barely rose even as populations continued to grow.

Seeking a managed exit:
1.Presumably, Prime Minister Narendra Modi took up the issue of seven engineers working for KEC International who remain missing after being kidnapped this May, and Mr. Ghani would have assured him about Kabul’s sincere efforts to rescue them.
2.The U.S.’s dependence provides the security establishment in Pakistan a degree of influence in the corridors of power in Washington that has enabled it to receive over $33 billion over the last 17 years, despite the ups and downs in what can only be described as an unhappy marriage that neither side is able to terminate.
3.Concerned about Uighur militants, China is planning to train and equip an Afghan brigade to be deployed in Badakshan even as it seeks Taliban help in securing its China-Pakistan Economic Corridor projects.

When Brecht speaks as Ambedkar:
1.In States like West Bengal and Maharashtra, with their strong traditions of theatre and musical arts, they can well go to see a play, ‘with family’, based on old epics or written by bold new playwrights staged in theatre-houses invariably named after Tagore, in his grey-flowing beard or the great Chhatrapati Shivaji in his sharp-pointed black one.
2.The Marathi translation of his timeless play The Good Person of Szechwan is more than likely to have passed by the police force on duty at the village celebrating, as it has done for decades, on that day the great Dalit-Mahar battalion’s vanquishing – disputed by some – of the much stronger army of the Peshwa order known for its rough-handling of Dalits.
3.Just before the declaration of the national emergency in 1975, Jayaprakash Narayan had, before a massive rally in Delhi, quoted the great Hindi poet Ramdhari Singh Dinkar’s lines: “ Singhasan khali karo ki janata aati hai (vacate your throne, here come the people).” We know what happened thereafter to JP, to India.

Just top 10 crore Indians are responsible for rising current account deficit:
1.CAD is likely to touch 2.8 per cent of GDP in the current financial year on surge in crude oil prices and moderate growth in exports, according to Ecowrap, an SBI research report.
2.Behind rising CAD is a structural problem which we need to remedy, according to Rathin Roy , Director, National Institute of Public Finance and Policy and a member of the Prime Minister’s Economic Advisory Council.
3.Increase in the CAD was partly a result of the goods and services like four-wheelers, higher education, civil aviation, and recreation travel consumed by a small percentage of the population, nearly 10 crore, he told The Indian Express in an interview.

State appellate body upholds GST on liquidated damages:
1.Liquidated damages are fines levied by the owner of a project to the contractor in case of cancellation or delay of trial operation within the specified time period in the contract.
2.After examining the contract between Maharashtra State Power Generation Company (owner) and Bharat Heavy Electricals (contractor) for the completion of Chandrapur main plant, the authority in its order noted that it agreed with AAR finding that GST would be applicable on liquidated damages.
3.“Upholding a levy of GST by AAAR could open up a can of worms for various businesses who have adopted a no tax position on such recoveries; who may now have to take up this issue before higher courts,” he said.

Clarification on Offset Policy:
1.Unnecessary controversies are being sought to be created following media reports regarding a statement purportedly made by the former French President, Francois Hollande, concerning the selection of Reliance Defence as the Offset partner by Dassault, the manufacturers of Rafale aircraft.
2.The reported statement perhaps needs to be seen in its full context – where the French media has raised issues of conflict of interest involving persons close to the former President.
3.Incidentally, media reports of February, 2012 suggest that Dassault Aviation, within two weeks of being declared the lowest bidder for procurement of 126 aircraft by the previous Government, had entered into a pact for partnership with Reliance Industries in Defence sector.
